Doug WilburnDirector, Business Finance Department
As the director, Doug is responsible for the operation of the Business Finance Department at SEDA-COG.  He has 10 years of experience leading districts’ and bank stores’ sales and service teams to achieve revenue and acquisition goals. Doug earned his Bachelor of Science degree in Business Administration with a Marketing concentration and a minor in Accounting from Elon University in North Carolina in 2003.

John K. ReichardSenior Relationship Manager II
As senior relationship manager II, John builds on his many years of experience to connect businesses with the best loans for their needs and completes the initial underwriting for the loans.  He has been employed with the SEDA-COG Business Finance Department since 1994, starting as a financial analyst.  John became a loan officer in 1999 and took over program directorship in 2010.  In 2017, John transitioned to senior relationship manager II.  John earned a Bachelor of Science degree in Economics from Dickinson College and a Master of Science in Business Administration from Bucknell University.

Brooks LuzierRelationship Manager
Brooks has over ten years of experience in banking, customer service, and sales.  He previously worked as the Commercial Relationship Manager for Jersey Shore State Bank.  He joined SEDA-COG in 2022.  He currently serves as a Board Member for both the Lock Haven YMCA and the River Valley Regional YMCA.  He received a Bachelor of Arts degree in Political Science from Lock Haven University in 2010.

Tina ShowersPrincipal Program Analyst
Tina helps businesses’ loans move smoothly and efficiently through the final stage of the approval process.  She also manages our existing loan portfolio and provides fund reporting.  Tina began her SEDA-COG career in 2002, starting as a financial analyst.  She earned her Bachelor of Science in Business Administration with an emphasis in Finance and a Bachelor of Science in Economics and a minor in Information Systems from Susquehanna University, graduating Magna Cum Laude.

Jennifer HeebnerProgram Analyst
Jenn is primarily responsible for working with our small business borrowers and partnering banks to close their loans through SEDA-COG.  She joined SEDA-COG in 2018.  She has a background in financial services, purchasing, inventory control, and accounting.

Karen SmithProgram Assistant
As a program assistant, Karen writes board minutes for the SEDA-COG Local Loan Review Committee and the Local Development Corporation, compiles interim mailings, assists with client correspondence, and completes other administrative tasks.  Karen joined SEDA-COG in 2019.  She earned her Associate Degree in Specialized Business in Accounting from McCann School of Business and Technology.
